CCS Programme & CCS Plus (Community Childcare Subvention)

What is the CCS and CCS Plus Programme?

The Community Childcare Subvention Programme (CCS) and the CCS Plus  is a support programme for both community-based and private childcare services to enable them to provide quality childcare services at a reduced rate to parents. It is a programme which enables Community and Private Childcare Services to give parents in receipt of certain social welfare payments (the majority of which are covered under the CCS Programme), Family Income Supplement, and holders of medical cards and GP visit cards, a reduction in their childcare fees. Participation in the CCS programme is open to community/not-for-profit childcare services and private childcare services who have entered into contract with the Department of Children and Youth Affairs.

The 4 bands are A, AJ, B and Band D:

  • To receive band A subvention a parent would have to be in receipt of one of the main DSP benefits, including OPF or FIS, and have a medical card. The payment from September 2017 on band A is €145 for those availing of a full day, five days per week, with pro rata payments for shorter days.
  • Band AJ, which is a €80 subvention for a full day, is for parents who are in receipt of Job Seekers Benefit or Allowance, Supplementary Welfare Allowance and have a medical card, with pro-rata payments for shorter days.
  • Band B, which is a €70 subvention for a full day, but has considerably lower subvention for shorter days, is open to parents on medical cards or are in receipt of a Social Welfare pament but have no medical card.
  • Band D, which is a €50 subvention for a full day, is for parents who no longer qualify for Band A/AJ this year but who were verified as being on Band A/AJ at the end of the previous school year and GP Visit Card (6years+ only)

In order to avail of the CCS Programme children must be attending the service from September of a given year as they will be asked by the service to register for the CCS Programme between 18th September and 13th October of the same year.  The CCS Plus can be applied for at any stage during the year in both community and private based services. 

CCS Bands & Rates

Accessing a CCS Community Facility Place
If you are a parent and would like to participate in the CCS programme, you must apply through a Community Childcare Facility that is partaking in the programme. Applications are usually accepted at the beginning of the school year; however some services may be able to accommodate you as a CCS parent outside of this time. A CCS Pre-Registeration form received from the community childcare service must be completed. Once a registertion is completed the childcare service will request a Parental Declaration form to be completed which will be kept on site.  The Pre-Registeration Form will be returned to the parent or destroy by the service.  By December, usually, DCYA will inform the service of your eligibility for CCS including Band subsidy. If you are not eligible for CCS you will have to pay the full cost of the childcare place. The CCS Plus can be applied for at any stage during the year and parents must proivde documents of proof regarding their eligibility.  

Accessing a CCS Private Facility Place

If you are a parent and would like to participate in the CCS Plus programme, you must apply through a Private Childcare Facility that is partaking in the programme. Applications are accepted at any stage during the year. A CCS Plus Pre- Registeration form received from the private childcare service must be completed. Once a registertion is completed the childcare service will request a Parental Declaration form to be completed which will be kept on site. The Pre-Registeration Form will be returned to the parent or destroy by the service.  The DCYA will inform the service of your eligibility for CCS Plus including Band subsidy. If you are not eligible for CCS Plus you will have to pay the full cost of the childcare place.

More Affordable Childcare 

Subsidies are now available to make childcare more affordable for families
A universal, non-means tested subsidy of up to €1,040 per year for children up to start of the ECCE (free pre-school) programme

Supports for families on lower incomes of up to €7,500 per year for children up to 15 years of age which are available under the CCS and CCSPlus programme.
